config: Split up InitLocalSettings() into two dedicated functions

* `UpdatePathGlobLocals()`
	* to apply the settings provided within e.g. "/etc/*": {}
* `UpdateFileTypeLocals()`
	* to apply the settings provided within e.g. "ft:shell": {}

We don't need to call `InitLocalSettings()` twice any longer.
