Bryan C. Mills 2871e0cb64 ipv4,ipv6: retry ENOBUFS and shut down the PacketConn on failure in TestPacketConnConcurrentReadWriteUnicastUDP

This ports CL 376094 and CL 376095 to the UDP variants of the test.

Fixes golang/go#52549 (hopefully).

Go Networking

This repository holds supplementary Go networking libraries.

Download/Install

The easiest way to install is to run go get -u golang.org/x/net. You can also manually git clone the repository to $GOPATH/src/golang.org/x/net.
